HAITI: Assassinated Monferrier Dorval, President of the Port au Prince Bar Association
The OIAD expresses its great sadness and stunning shock following the assassination of the President of the Port au Prince Bar Association, Mr. Monferrier Dorval, on August 28th.
Mr. Monferrier Dorval is an eminent Haitian lawyer, constitutionalist and professor at the State University of Haiti. He was elected President of the Bar in February 2020. His assassination took place at a time when insecurity in Haiti is on the rise.
The OIAD offers its condolences and expresses its total solidarity to the Haitian lawyers and is at the disposal of the Haitian Bar Association to provide all its support to strengthen the security of lawyers and the right to practice our profession, a pillar of the rule of law.
The OIAD urges the Haitian authorities to fully investigate and respect the Basic Principles on the Role of Lawyers, adopted by the United Nations in Havana in 1990, which provide:
“Where the security of lawyers is threatened as a result of discharging their functions, they shall be adequately safeguarded by the authorities” (Principle No. 17).
The OIAD intends to monitor closely the follow-up to this heinous crime.
