Date of the report: April 2022
From the very outset, the OIAD has very attentively followed the work carried out under the aegis of the Council of Europe to elaborate an international legal instrument on the legal profession. On 8 July 2021, the Observatory was heard by the Ambassadors to the Council of Europe on the opportunity to work on the development of a legal instrument. Massimo Audisio represented OIAD at the hearing.
Following this hearing, the OIAD was designated as an observer member in the context of the constitution of the group of experts in charge of drafting the instrument. Thus, in 2022 and 2023, the OIAD will sit alongside other European organisations working to safeguard lawyers’ rights, including the CCBE, FBE and ASF.
The first meeting of the Committee, held in Strasbourg from 6 to 8 April, afforded an opportunity for the expert group to discuss the scope of the instrument and the concept of lawyer. The OIAD and the other observer members stressed the importance of the legally binding nature of the envisaged instrument.
